What is a CSIP?
The CSIP is an assessment of current Council-provided community services and infrastructure in Warrnambool and identifies the anticipated future needs of residents in relation to community services and the buildings/infrastructure required to deliver them in the future. These assessments have been completed for the City as a whole and for nine smaller 'planning areas' which illustrate the different needs of particular parts of the City as it grows.
The CSIP includes a review of current and future needs for kindergartens, early years education/childcare, community centres/halls, meeting rooms and club rooms (where they provide community meeting rooms). As well as anticipating need for Council provided services, the Plan also forecasts the likely need for other services such as neighbourhood houses, community based health centres, government schools and youth facilities.
What will the CSIP do?
The purpose of the CSIP is to be a guide for Council, other service providers and community organisations about the likely service needs of Warrnambool’s population by 2026. The Plan should be considered as the basis for more detailed service planning and infrastructure feasibility studies required to define the specific needs for particular services or at particular locations in the future.
The CSIP proposes a new Community Services Infrastructure Policy which supports the provision of multi-purpose community facilities (hubs) which are considered the most effective and efficient way to deliver community services in the future. This draft policy is available for download on this page. If adopted by Council this policy will support Council seeking contributions from land developers for community infrastructure in the future.
The Community Services Infrastructure Policy suggests a need for eight (8) community hubs in the City by 2026 - 3 existing (Archie Graham Community Centre, Warrnambool Children's Services Centre, and South West TAFE) and 5 proposed/potential (Brierly, Dennington, North of the Merri, North East and Eastern Activity Centre). These hubs are detailed in the Plan and Policy documents.
