Warrnambool City Council is seeking community feedback on its Draft Budget 2018-2019 and Draft Council Plan 2017-2021 (revised 2018).
The $89.2 million proposed budget includes an $18.8 million capital works program.
New public toilets, further renewal of the city centre and more footpaths and cycle paths are among the highlights of the draft budget.
The budget was developed within the limits of the 2.25 per cent rate cap yet has maintained existing services.
The capital works program also includes completion of the Simpson Street stormwater project and a new water treatment plant or AquaZone.”
Council will continue to operate a range of services including meals on wheels, personal care, respite, home care and senior citizens programs.
The budget also details support for family services including immunisation, preschools, maternal and child health, child care, family day care and youth services.
Arts and culture items include support for the Warrnambool Art Gallery, Lighthouse Theatre and the Warrnambool Library.
The draft budget aims to maintain Council’s low risk financial status and deliver a modest surplus of $0.2 million.
Council’s waste management charge has increased from $287 to $356 per household.
This covers the rollout of a Food Organics, Garden Organics (FOGO) collection service and also the increase in cost to process recyclable materials.
The Victorian Government has raised its landfill levy by five per cent to $71.18 a ton.
The Draft Council Plan (revised 2018) now includes the key visions developed during consultation for the long-term community plan, Warrnambool 2040.
The visions for Warrnambool in 2040 are:
People: in 2040 Warrnambool will be a city where all people thrive.
Environment: in 2040 Warrnambool will be most sustainable regional city in Australia.
Place: in 2040 Warrnambool will be Australia’s most liveable regional city.
Economy: in 2040 Warrnambool will be Australia’s most resilient and thriving regional economy.

Warrnambool City Council intends to adopt the budget at the Council Meeting to be held at 5.45pm, Monday June 25, 2018 at the Warrnambool Civic Centre, 25 Liebig Street Warrnambool.
Anyone proposing to make a written submission on a proposal contained in the budget must do so before 5pm Wednesday May 30, 2018.
Submissions must be addressed to the Chief Executive, Warrnambool City Council, 25 Liebig Street Warrnambool 3280.
Those wanting to be heard in support of a written submission must request this in the submission. People indicating they wish to be heard are entitled to appear in person or by a person acting on his or her behalf before a Council Meeting to be held at 5.45pm, Monday June 4, 2018 at the Warrnambool Civic Centre, 25 Liebig Street Warrnambool.
