Draft Footpath Trading Policy and Procedures

While the newly redeveloped sections of Liebig Street open up exciting new possibilities for street trading and dining, the relevant Council policy needs to be updated to reflect this.
The Warrnambool City Council’s Draft Footpath Trading Policy and Procedures are now out for public comment.
Manager City Amenity Glenn Reddick said that the policy has been updated to better reflect the current infrastructure in the city centre while supporting a footpath trading approach which is safe, equitable and which does not create clutter or amenity impacts.
“With the city centre renewal, much of the previous Footpath Trading Policy is no longer accurate and certain aspects would be difficult to apply,” he said.
“For example new footpath widths, bluestone footpath treatment, and the lack of kerbs are all conditions that are significantly different.
“As well as updating the technical details of the policy, we have also significantly streamlined the applications process.
“Proactive businesses that are looking to install quality, permanent street furniture such as screens are also better catered for.
“An activated streetscape with a mix of dining, retail and performances contributes to a lively, vibrant city centre, however we still need to provide enough room for pedestrians to move through the streetscape in an orderly, safe and accessible manner.
“Now that we have a much wider footpath, we can accommodate both of these objectives much more easily.”
