The Warrnambool Planning Scheme provides the framework for land use planning in Warrnambool. In this instance, the planning scheme identifies an 84 hectare site to the north of Wangoom Road (study area) as having potential for further residential development subject to detailed investigation.
Council appointed Insight Planning Consultants in June 2017 to undertake the investigation process.
What is included in the report?
The draft Wangoom Road North – Land Use Summary report has reviewed existing land use conditions, the land use planning framework, and associated strategies relevant to the study area. It has examined traffic information, stormwater and drainage constraints, bushfire risk, waste water disposal issues, availability of service infrastructure, environmental features, and land ownership pattern.
The report has also considered feedback received from a community consultation meeting and survey conducted in August 2017.
What were the findings?
The draft Wangoom Road North – Land Use Summary report confirms that the study area is subject to a number of constraints that restrict further residential development.
The report identifies that the study area may not be suitable to support residential growth options due to significant flooding/drainage constraints and costs associated with mitigation works, as well as high costs in the provision of road and service infrastructure, including the provision of sewerage services. The study area also includes environmental features of value that may be lost if residential growth occurs.
Furthermore, the fragmentation of land ownership together with varying and conflicting community attitudes/ aspirations presents significant difficulties to further residential development.
It is in this context that the report recommends that Council take a ‘no change’ approach and continue using the existing zoning in making decisions.
